Cluster munitions =!= carpet bombing.
Carpet bombing is the saturation of an area with explosives. You can use multiple rockets/bombs/etc including but not limited to cluster munitions
Maybe you could do it with cluster bombs in rockets? But I think Hamas uses unitary warheads.

There’s not really a physical way for that many people to move in that timeframe. The area is very densely populated, and has very bad infrastructure.
