    I wonder what exactly would happen if states stopped complying with the federal government.

    I’m sure the first thing Trump would do is cut federal funding, but he and his goons are already doing that anyway…

    I’m surprised they need to pass laws for this? I figured it would just come out of some sort of discretionary fund.

      It’s possible they were able to do that, but this gave them a legal way to do this if providing the support gets challenged.
