Love, the daughter of Haitian immigrants, made history in 2014 when she became the nation’s first Republican Black woman elected to Congress as the U.S. representative for Utah’s 4th Congressional District. Color normally comes before qualifiers like “Republican,” but in this case “black woman” is used as a noun phrase that is being modified by Republican.

Edit: I had to dig deeper, apparently you could consider it a “noun adjunct” which means it would be valid.
I’m a native speaker and it sounds off to me too. I would definitely go with “black republican woman”.
