You are right. I just wanted to get mp4 (or the h.264) codec to work as a start. My main goal is to be able to play video files using codecs supported by (certain builds of) ffmpeg. It is possible to replace the used build of ffmpeg by another one. I would likely use a build that only supports non patent encumbered codecs.

I’m not sure if it’s a grand strategy game, but Freeciv is similar to older Civ games.
That being said, Beyond All Reason (BAR) and Zero-k are Total Annihilation inspired and have a lot of work put in them. Definitely worth a try!
