They outsourced the project and either: did not even peek at the product at any point of development (or when ready to ship) or they did review it, and found it acceptable enough to launch. No matter how you cut it, R* severely fucked up.

Wasn’t that outsourced technically?
That’s not much of a defense. They outsourced the project and either: did not even peek at the product at any point of development (or when ready to ship) or they did review it, and found it acceptable enough to launch.
