It’s based on the “pixels”(obviously more detailed than that, and varies depending on what tech the TV is) having used up more of the total lifespan of the colors that were on for so long. In the types of TVs that can burn in, the color elements of each pixel slowly darken the more they are used. Though, generally not evenly. Each color would have a different average life span. So the image wouldn’t even burn in this clearly and would sort of hue shift, specifically away from blue, as it is pretty much always the color with the shortest life span.
