You mean these? They’re definitely JPEG artifacts. JPEG is a very lossy compression and this is what that looks like. If OP has the original they can export it to PNG or lossless webp to show the difference.

If it was uploaded as JPEG initially there’s nothing you can do. The information lost to compression can not be invented by converting to PNG.
