If they can go back to check offside, they shiuld be able to go back and give a penalty shot.
The review rules are very specific, and rules tend to get added after things like this happen. But afaik, as of now, you can’t review for a missed stoppage of play once the puck has exited the zone that the stoppage would have happened in.
