In 2014, the animal cruelty investigation school was established in the United States to begin teaching US law enforcement how to investigate animal cruelty.
Most states have felony laws against animal cruelty, but there are not a lot of resources put into enforcing those laws.
And as you can guesss, the laws themselves are fairly vague and difficult to enforce. Dog homicide? Not making it on the board.
