In a welcomed move, the Tokyo Metropolitan Government will abolish means testing on financial aid, effectively granting free education to students at high schools and metropolitan universities starting from the 2024 fiscal year. Expanded Eligibility:

Yes it is, but that doesn’t make it right to just completely ignore the number two (after healthcare) source of personal debt in the US, something that wouldn’t exist with free high school AND UNIVERSITY.
