Russia is threatening to use them on Ukrainian civilians, while Ukraine intends to use them against Russian military.
The evil part of me wants AFU to respond to any such attack on civilians by dropping them on Moscow & St.Petersburg. Give the Russsians have a taste of their own medicine.
