I am tempted to make a joke about the elephant being a collaborator if it had not been German. But according to wikipedia: In modern times, it is considered in most criminal justice systems that non-human animals lack moral agency and so cannot be held culpable for an act.
Do we know if it a German zoo? Or was it a Belgian or Russian zoo?
