The title of this confuses me.
Reading through the post and looking at the various tables, it does seem like 95% is 95% because the 95% is based on number of hours buses are on the road.
It is likely true that a lot has changed in 4 years and with the city continuing to grow and shift, that has meant that those hours are more spread out over the city and many lines aren’t as nice to take as they were before. I assume that is a ridership problem, if the buses aren being filled it’s ok if they run less often. The author talked about crowding not being considered in the calculation, but I didn’t catch the data on if crowding is worse now than it was before.
From what I understand, the number of commuters is down but the number of weekend travellers is up. Which means if buses were to be distributed in the same way as before, weekend buses would be crowded and uncomfortable while peak hours would be fine or better.
