Long story short, the layer lines that occur as part of a print are nearly impossible to properly clean (and even harder to sterilize) which makes for a great home for bacteria and that’s if you don’t run into problems with body safe materials and metal (aluminum, lead, etc) contamination.
Technically, you could make toys, but it’d involve post processing the print (like coating it epoxy or using it as a mold negative/ positive) to make it safe. In the case of the article it’d be more like: you 3d print the hard plastic inside bits, wire up the electronics, and then cover everything in silicone or rubber to make it safe to use.
