They joined over a year ago and haven’t posted anything since, so I think it’s safe to say that they aren’t actively moderating. I’d recommend [email protected] for Ukraine news and [email protected] for Russo-Ukrainian War-specific updates. Both of those communities look to be actively moderated.
TBH, I’m not really sure - I’ve been asking myself that same question as well. Might just be a situation in which you’d need to reach out to one of the instance admins listed on the main page’s sidebar.
EDIT: I just noticed two of the admins for the instance that hosts this community (lemmy.ml) have Fidel Castro profile pics. Somehow I doubt they’ll do anything about this sub, so it’s probably best to just look elsewhere.

Who do you report inactive mods to? In reddit, the sub would be shuttered unless they found a replacement.
