    2023 building code section 9.33.3.1.2:

    At the outside summer design temperature, required cooling facilities shall be capable of maintaining an indoor air temperature of not more than 26°C in at least one living space in each dwelling unit.

    If you can FIND an apartment for under $4/sqft built after 2023, you should be set.

      It’s an understandable argument to say that rental costs will go up if air conditioners are required. However air conditioners are proving to be as essential as water and electricity. With recent summers, apartments without air conditioners can be deadly, especially for the elderly.
