    Because it is too effective at transferring the power to choose to the citizens. It would erode both parties power and prevent scenarios where people have to vote for the lesser of two evils. People would be able to vote for people they want without the fear that voting third party would assist die hard party voters of opposing values from winning via party fracturing.
