Commander Leghorn is trying to warn the Council of the Citadel that their entire civilisation has been deliberately shaped along certain lines by extragalactic artificial intelligences called Reapers, who cultivate sapient life for harvesting in order to sustain themselves. There is a genocidal threat out there beyond the borders of the galaxy, and the council want to dismiss it as a bunch of Geth robots.
