    Conveniently forgetting about tote bags, I see.

    I actually think it makes sense. The ban is about waste in nature, the bags won’t rot away in nature, so someone needs to come pick them up, no matter whether or not a certain region could than continue to process the bags. Offer paper and tote bags and all will be good. Works elsewhere in the world, too.
