I wonder the same thing. A lot of the commenters seem to have read the headline alone, and assumed that the story is about Newsom trying to exile or jail homeless people, but that’s not what the article says. A few important points:

The order makes clear that the decision to remove the encampments remains in local hands.
Newsom has worked hard to address the issue. He threw all of his political weight behind a ballot measure earlier this year to allow the state to borrow nearly $6.4 billion to build 4,350 housing units, which passed with a razor-thin margin.

Under Newsom’s direction, state agencies — including state parks and the Department of Transportation — would be required to prioritize clearing encampments that pose safety risks, such as those camping along waterways. I guess we will just have to see how this goes to reveal the true intent behind the order. If this helps the homeless population, great! Based off of the US’s track record for these events, I do not expect good things.

Homeless people and their advocates say the sweeps are cruel and a waste of taxpayer money. They say the answer is more housing, not crackdowns.
That’s not how things are done in this country. In the US, poverty is a crime. We have the second highest poverty rate, among OECD nations, and we have the world’s largest prison population. We have decided that is how we will handle the problem.
