I still don’t get it. Like they actually want them to have children but only one? Which means they do value their presence to a degree, otherwise they would just not allow them to enter or have children at all. And since you bring the issue of legality- wouldn’t this be encouraging illegal immigrants/undocumented people ? Much easier to avoid getting neutered if there are no records of your children.
