Why did I immediately suspect that Charlotte wants the ornament to help get the support of the Leisegangs and young nobles, thus improving her chances to become the successor, rather than what she said? Have I been spending too much time getting into the head-space of nobles of late?
But it is certainly true that Charlotte was already eager to be close to Rozemyne, before it was politically convenient for her and we know from Charlotte’s inner thoughts how much she cares for Rozemyne, so it might well be fully genuine, or at least a combination of that and the political aspects.
Either way… With how Charlotte introduced maternal symbols to put on schtappes at the Royal Academy, she must have something close to a personal crest already. So if I was in Rozemyne’s place, I’d have suggested combinding their respective crests into a single design and then both of them could have worn a medallion with it, to show that the bond goes both ways. That would also set it further apart from the feystones Rozemyne’s favoured get and make clear that this is not a symbol of subservience, but of a bond between equals.
Back when Charlotte first met Rozemyne she already knew a lot about her from Wilfried and could easily guess that getting close to Rozemyne would be politically advantageous. High Bishop, crazy blessings, creator of a bunch of new toys and books that she and Melchior played with, blood relations to the Leisegangs, and shortly after that first meeting Charlotte would’ve also found out about the RMCM.
