I feel like you missed the “money” part. The joke isn’t that they can’t hold drugs and a wrench at the same time, it’s that they can’t afford to fix trucks and buy drugs at the same time. It’s honestly not a terrible meme, it reads like a truck fanatic poking fun at themself for having a money pit for a hobby.
Ya, this same joke is said about warhammer figures.
