Did Clifford start out as a heathcliff character?
No. This week appears to be all reposts and they are reposts of characters from other comics. I wouldn’t be surprised if Hulk showed up by the end of the week.
But is he the guy that created Clifford?
Clifford was created by Norman Bridwell almost a decade before George Gately created Heathcliff
