I’m not sure how restricting what content is available in public school libraries is a free speech issue.

I think it’s pretty clearly bullshit, but there are plenty of rulings that schools are entitled to restrict student’s speech in the school, so I really don’t see how the state couldn’t restrict the speech of schools they’re funding.
