          Yeah, my theory as well but i don’t think it’s clearly said.

          Furthermore, how come Petunia was so scared of the last Dumbledore’s letter?

          Even if she promised to Dumbledore… Why being scared?

          I can imagine someone being scared of a letter from Mad Eye Moody. I can imagine being respectful of Dumbledore letters.
