If you watch the video he just looks lost, like he can’t believe no one is doing anything. I actually feel for him, the system he believed in was letting him down right in front of his eyes and he just snapped into derealization.
A better one might be to cite the supreme court decision that police are under no obligation to protect human lives.
Call 911 to have them start the paperwork you need to file with your insurance claim.
Intervening is too risky for them.
