Iran because he might be stupid enough to actually start a pointless war that’s in no one’s strategic interests, not even the US; China because he can be bribed, but he also swaps to the opinion of the person who last spoke to him, which makes him unpredictable (and thus makes it difficult to establish any policy that deals with the US as long as he’s in power).
