Ah, so it is not really users, but something called “audience”. Which basically means “screens we might be able to show ads to”. So even viewings of embedded tweets or not logged in users and users without accounts will count here. I’ve killed my account there and stopped posting, but of course someone will link something there and so I might still be counted as a user there.
