If in the primaries, Democrats elect a leftist candidate, then when they get to the general election, they will lose to the Republican because their side of the window will have more votes. What the Republicans did was create a sense of loyalty to their party so that they has a solid base of voters no matter what they do. They then only have to compete for a potion of the rest of the votes. This moves the Overton window farther right. This meme is aimed at the farther left voting base of the Democrats because it tells them that they are disenfranchised, so they should not vote. This is literally a low key Republican campaign ad.
