I don’t think there’s anything set in stone, really. Or if it is it was Tl;Dr for me.
But in the past we used to vote (with upvotes/downvotes and or opinions in form of comments) on decisions or at least some instances/communities did/do it like that.
I don’t know about any vote having been done on this decision though since I’m pretty sure if there was this decision wouldn’t have been made.
Though from the view of the Admin I can definitely understand blocking piracy communities, because if someone uploaded copyright infringing content on any instance, every instance that federates with it would get into major trouble for (1) cloning such content and (2) making it available to more users.
Kind of like torrenting without the P2P aspect.
Bit of a newbie question here: is lemmy a democracy or just a federation?
Or to put it another way, do I vote with my upvotes or only with my choice in which members of the fediverse I connect with?
Depends on who runs the instance. On mine we actually vote on this kind of thing.
