        How many members was Biden able to appoint? Points for bipartisan being at the end of your statement, no one was gonna read any further.

          It’s not my idea, it’s the rules.

          No more than five governors may be from the same party.

          Appointments are made when vacancies occur or for the remainder of unexpired terms.

          Governors may continue to serve following expiration of their term or until a successor is appointed, but not for more than one year. No member may serve more than two terms as a governor.

          Apparently rules without any teeth though, so yeah Biden should have just broke them like a million other precedents he was to afraid to break.
