The only thing that works is people not being dickheads. Society is held together by people being morale and nice without laws or rules making them do so.

We will never reach a point where every old law is removed, every needed law is created, every loose end tied up. It isn’t possible. We depend on people being cordial and respectful for society to work. Personal responsibility.
