    Obviously this is a good thing, but… Since when does he explicitly and directly back down? I bet he’s furious at this… Folks should pick at his failure to implement this and call him a coward. Really get under his (& his supporters) skin

      He didn’t back down. They rescinded the memo and then he said “but the freeze is still in effect” or something like that. Total clown show.
