As far as I can tell there is no legal requirement for a party to run a primary. If I am missing something I am more than willing to amend my opinion.
You are correct. That was a key part of the DNC defense in Sanders vs the DNC when they shafted him last time, in 2017. They are a private corporation with no responsibily to hold a fair primary. They argued that themeslve and won, so its estblished precedent now, and they know it.
