If your population increases your public servants workforce needs to increase as well in order to provide the same levels of services. I hate when media just mention the raw number or the % of increase, the % of the population working for the government is a much better number to use in this situation. 1% of the population and it stays stable over time as the population is growing? That means the number is increasing, but it doesn’t matter, it’s still the same proportion!
