Nope, NASA is cooperatively invested with the European Space Agency, Canadian Space Agency, Japan Aerospace Exploration Agency, and Roscosmos (Russia).

The area with thrusters is owned by the Russians. They couldn’t deorbit without their help anyway.
Guessing that fElon would rush-job the Dragon deorbit capsule SpaceX is developing. Which would probably end up with the ISS cratering in a populated area.
