    The Judge clearly had the law on his side. The Alien Enemies act requires a formal declaration of war. A formal declaration of war requires congressional approval. Trump can’t just say, “we’re at war with Tren de Aguela” and call it good.

    The House will impeach on partisan lines. Enough Democratic Senators will vote to convict in order to appear tough on immigration.
