212 to 6 votes to incorporate Starbase. Only 10 out of 247 lots are owned by people unrelated to SpaceX. Nearly all of those living there came with SpaceX as they expanded operations over the last 7 years.
If SpaceX thinks they need to move, then they’ll move. SpaceX got approval to build their facilities starting in 2018, so nearly everyone has lived there for less than 7 years, and are there specifically for SpaceX.
