Federal law makes it difficult for airline unions to conduct legal strikes. Under Railway Labor Act, they need decision from federal mediators that further negotiations would be pointless, which rarely happens. The president and Congress can also get involved to delay or block strike.
It’s damn near impossible to get people to agree on anything with a 99% majority, other than crazy things like “should children not work in coal mines?”
Things must be dire.
