UPDATE: After more investigation, I was advised that this uses a central boiler for a hot water baseboard heater and it is safe to keep the curtains or sheers at least 1/2" to 1" above the top of the baseboards.

Are they hot water, electric, or steam?
I’ve seen recommendations anywhere from 4" to 12".
But at the very absolute minimum, they should never be able to touch.
If those baseboards are producing a high enough temperature to light the drapes, nothing in your house is safe in any configuration.
