Make a law that ceo bonuses and salary for a given year can be as high as they like but all employees get the same YoY pay increase in percentage terms.
CEO gets 2 million salary and 10 million bonus. All employees also get a 500% bonus. E.g. 50k salary gets 250k bonus.
CEO gets a pay increase from 30 million to 50 million, our 50k employee is now on 83k.
It would be called unfair and unsustainable but it would highlight that it is also exactly what CEO packages are like.
