DLC usually comes with the assumption it is officially released by the company. Nobody says “did you see the dlc that just dropped?” when referring to mods, even if the mods are just expansion packs.
DLC has come to mean Payed DownLoadable Content.
Free DLC is a thing.
It’s not (and never has been) DLC if it’s not from the devs, though.
Theres no reason they’d offer this as a free DLC as opposed to just including it in the game as an update though if they didn’t want to charge for it
