It’s not the worst use of money, but I feel like we have enough research already to say the general cause and the actions we need(ed) to take.
It almost seems like a delay to action; we need more information before we do something. Or maybe that we can present our own research to say that everything will be fine.
I interpret it as a way to try to convince other countries to join the cause or to embolden those that have. The US has been ambivalent about supporting the Paris agreement and several blows have been taken thanks to a certain political party.
