I do believe second tier European NT would have a hard time making to the WC in this qually.
That’s not how it works, though. With an hypothetical same system, 33 UEFA national teams would qualify directly and 5 or 6 go to international playoffs.
Whether the stadia are very hot and humid or not just shuffles which teams it’d be, you still have the same number of teams.
