The idea is to get people in to start referring them to treatment, get around their distrust. My only problem with the whole thing is the treatment doesn’t exist. Contracts galore for counselors to lure people in with tinfoil or bill the city for court ordered evaluations, but no actual facilities or help to get clean. It’s what people voted for, though, in I can’t remember which proposition, actually took money away from treatment centers to give to these brokers. Not the city council this time.
