A lien is a civil matter, not criminal. The only part of government involved in the enforcement of that are the courts, and even then they only say “entity A has a valid claim against entity B”. But the courts don’t enforce (they won’t sue on your behalf, or such). Collection is up to the winning party (at the winning parties expense).
