At which point they would either amend existing regulations through their captured regulators within the bureaucracy, or sneak through a bill that granted them the ability to charge customers enormous penalties for participating in “collective actions that damage the grid”.

But that doesn’t mean they shouldn’t do it. That just means that they (Californians/rate payers) have to push harder. Rinse, and repeat until the system is reformed, or they stop having worry about utility bills because their homes have been swallowed by the shifting earth.
