Typically these war wagons would be arranged in a line or circle, with infantry covering the gaps. Presumably, the rocks are for tossing over the sides on the heads of the fellows trying to break past the infantry without needing to bother with reloading weapons or wasting ammo.
Why is there a small planter of rocks? It’s not like they can throw through those holes…
