    I mean that’s still time and effort to do whatever form was necessary to “apply”. It also probably runs foul of lottery rules to have not randomly picked winners because everyone else didn’t have a chance of winning. Like if someone “in the know” adulterates the powerball numbers the fact that everyone else was statistically unlikely to win doesn’t change that they lied about the chance to win.
